MPCB Consent to Operate: Renewing on Time in Maharashtra

Guide2 min readVishal Mevada

How MPCB consents work, what a consent to operate renewal needs, and how Tarapur, Taloja, Pune and Aurangabad clusters change the job for consultants.

The Maharashtra Pollution Control Board (MPCB) regulates one of India's largest industrial bases — chemicals on the Konkan coast, automobiles around Pune, pharma and engineering in Aurangabad and Nashik. Every one of those units needs a Consent to Establish before it is built and a Consent to Operate to run, and the operate consent has to be renewed before it expires.

The consents MPCB issues

ConsentWhenUnder
Consent to EstablishBefore building, expanding or changing product mixWater Act, 1974 & Air Act, 1981
Consent to OperateBefore starting production, and at every renewalWater Act, 1974 & Air Act, 1981
Hazardous-waste authorisationFor units generating or handling hazardous wasteHOWM Rules, 2016

Validity depends on the unit's Red, Orange or Green category — see our category explainer — and on the board's current rules, so record the actual expiry from each consent order rather than assuming a standard term.

How Maharashtra's clusters shape the work

  • Tarapur MIDC (Palghar) — bulk drugs, dyes and specialty chemicals on a common effluent treatment plant. Inlet limits to the CETP and hazardous-waste manifests matter as much as the consent date.
  • Taloja MIDC (Raigad) — chemicals and pharmaceuticals; similar CETP and waste discipline.
  • Pune — Chakan, Pimpri-Chinchwad, Ranjangaon — automotive and engineering, where paint shops, stacks and large supplier networks dominate.
  • Aurangabad (Waluj, Shendra) and Nashik (Satpur, Ambad) — auto components, pharma and engineering.

Renewing a consent to operate

  1. 1

    Start 90 days out

Pull the current consent and its conditions, and check twelve months of monitoring for gaps.

  2. 2

    Fill the gaps

Arrange missing sampling, file outstanding returns, and confirm production is within the consented capacity.

  3. 3

    File early

Submit the renewal on MPCB's online system with fees, well before expiry.

  4. 4

    Follow through

Track queries and any inspection, and keep the acknowledgement until the new consent is issued.

The full list of documents is in our CTO / CFO renewal checklist.

What applies in Maharashtra as everywhere

Checklist3 items

  • Form-V environmental statement by 30 September (Rule 14, Environment (Protection) Rules, 1986)
  • Hazardous-waste annual return (Form 4) by 30 June
  • Half-yearly EC compliance reports on 1 June and 1 December, where the project holds an EC

Using EnvironDesk for MPCB clients

Record each consent with its expiry and EnvironDesk puts it on one calendar with reminders at 60, 30 and 7 days and on the day — to your team and, if you choose, the factory owner on WhatsApp. Lab reports are checked against limits as they're entered, and every document is filed against its factory. Auto-filled application forms currently cover GPCB; for MPCB you file on the board's system as usual. More on the Maharashtra page.
