What is consent management software?
Consent management software tracks the environmental consents a facility holds — Consent to Establish, Consent to Operate and Environmental Clearance — including their validity periods, numbered conditions and numeric limits. The renewal window is shorter than people think
A CTO renewal is not a form you file on the expiry date. You need current lab reports from a NABL-accredited laboratory covering the full prescribed parameter set, typically no older than three to six months. You need last year's Form-V filed. You need any outstanding condition closed. Assembling that takes weeks, which means the work starts months before expiry — and that is exactly the point at which a spreadsheet stops helping. Consent conditions stored as data, not as a scan
Most firms hold the consent order as a PDF in a folder. That makes the document findable and the conditions inside it invisible. One system across state pollution control boards
Firms with clients in more than one state end up with a different process per board — XGN in Gujarat, OCMMS elsewhere, MPCB's own portal in Maharashtra. The portals differ; the underlying object does not. A consent has a validity period, conditions and a renewal path in every state. The most common way a consent lapses is that the engineer who knew about it left. Frequently asked questions
- How far in advance should we start a CTO renewal?
- Plan on starting at least ninety days before expiry, and earlier if your consent requires fresh monitoring across many parameters. Lab reports usually need to be within three to six months and from a NABL-accredited laboratory, last year's Form-V should already be filed, and any open consent condition should be closed. EnvironDesk's default alert ladder starts at ninety days for exactly this reason.
- What happens if a Consent to Operate lapses?
- Operating without a valid consent is an offence under the Water Act 1974 and the Air Act 1981. In practice the board can issue a show-cause notice, a closure direction, or direct that power and water supply be disconnected, and can invoke the bank guarantee. Restoring consent afterwards is materially slower than renewing on time. We cover the specifics in our article on GPCB NOC penalties.
- Can EnvironDesk track Environmental Clearance conditions too?
- Yes. EC conditions — including the six-monthly compliance report obligation — are tracked the same way as consent conditions, with their own deadlines and evidence. Facilities that need EC typically also carry CTE, CTO and hazardous waste authorisation, and all of them sit on the same calendar.
- Who gets the alerts?
- Whoever you choose. Alerts can go to the engineer who owns the file, the partner who owns the client relationship, the factory owner, or all three, on independent schedules. Factory owners overwhelmingly prefer WhatsApp, which is why it is a first-class channel rather than an add-on.
