What KSPCB's CFE and CFO are, how Karnataka's industrial clusters shape compliance, and how consultancies keep Bengaluru, Mysuru and Hubballi clients on track.
If you are used to GPCB's CTE and CTO, Karnataka's paperwork looks unfamiliar at first: the Karnataka State Pollution Control Board (KSPCB) issues a Consent for Establishment (CFE) and a Consent for Operation (CFO). They are the same two consents under the same Water and Air Acts — only the names differ.
CFE and CFO, in plain terms
| Consent | When it's needed | What it covers |
|---|---|---|
| CFE | Before a unit is built, or before an expansion or change in product mix | Whether the site, process and proposed controls are acceptable |
| CFO | Before the unit starts running, and at every renewal | Operating conditions — discharge and emission limits, monitoring, waste handling |
Hazardous-waste authorisation under the 2016 Rules, the Form-V environmental statement (due 30 September) and the Form 4 hazardous-waste return (due 30 June) apply in Karnataka exactly as they do elsewhere.
How Karnataka's clusters shape the work
- Peenya, Bengaluru — dense with small engineering, electroplating and garment units. Electroplating effluent means metal limits checked every sampling round.
- Bommasandra & Jigani — pharma, electronics and precision engineering on the Hosur road.
- Mysuru & Nanjangud — pharmaceuticals, food processing and auto components.
- Hubballi-Dharwad, Belagavi & Mangaluru — foundries and engineering inland; refinery, petrochemical and port-linked industry on the coast, where CRZ clearance can apply.
Getting a CFO renewal right
Checklist5 items
- Start two to three months before expiry
- Twelve months of monitoring from a recognised laboratory, with any exceedances explained
- Latest Form-V and hazardous-waste return filed
- Production within consented capacity — or an amendment applied for
- Groundwater NOC in place where the unit draws groundwater
The full renewal checklist is in our CTO / CFO renewal guide.
Using EnvironDesk for KSPCB clients
Record each CFE and CFO with its expiry, and EnvironDesk puts it on the calendar and reminds you — and the factory owner on WhatsApp, if you choose — at 60, 30 and 7 days and on the day. Lab reports are judged against CPCB limits as they are entered, and every document is filed against its factory. Auto-filled application forms currently cover GPCB, so for KSPCB you file on the board's portal as usual. More on the Karnataka page.
