What Telangana's bulk-drug and API units must track — CFE and CFO, hazardous-waste authorisation, spent solvents and effluent — around Patancheru, Bollaram and Jeedimetla.
Hyderabad's bulk-drug belt — Patancheru, Pashamylaram, Bollaram, Jeedimetla — makes a large share of the world's active pharmaceutical ingredients. The chemistry that makes those APIs also makes high-strength effluent, spent solvents and process residues, and that is where most of the compliance work sits.
CFE and CFO in Telangana
Telangana's board issues a Consent for Establishment (CFE) before a unit is built or expanded and a Consent for Operation (CFO) to run it, under the Water Act, 1974 and the Air Act, 1981. Other states call the same pair CTE and CTO — see the state-by-state guide.
Hazardous waste is the core of the job
Under the Hazardous and Other Wastes Rules, 2016, a bulk-drug unit needs authorisation for the wastes it generates and must send them only to authorised facilities — a treatment, storage and disposal facility, a co-processor, or an authorised recycler.
Checklist6 items
- Hazardous-waste authorisation covering every waste stream and its quantity
- Spent solvents — recovered in-house, or sent to authorised recyclers, with records
- Process residues and distillation bottoms to authorised disposal or co-processing
- Manifests for every consignment, matched to quantities generated
- Storage within the permitted period and quantity
- Form 4 annual return by 30 June
Effluent and monitoring
Pharma effluent is high in COD and dissolved solids, and is often segregated into high- and low-strength streams before treatment. Consent conditions set the limits; regular monitoring against them — and a clear record of any exceedance and the corrective action — is what a renewal and an inspection both look for.
One group, many units
Many bulk-drug companies run several units in the same belt. For a consultancy that means one client with several CFOs, authorisations and monitoring schedules, each on its own cycle — exactly where a spreadsheet starts to miss things.
Using EnvironDesk for Telangana clients
EnvironDesk holds every unit under its client, with each CFO, authorisation and return on one calendar and reminders at 60, 30 and 7 days. Lab reports are checked against limits as they're entered, and every manifest is filed against its factory. Auto-filled application forms currently cover GPCB; for Telangana you file on the board's system as usual. More on the Telangana page.

General information, not legal advice. Environmental regulation changes, and how a rule applies depends on your unit's category, location and consent conditions. Verify anything decision-critical against the current GPCB or CPCB position, or take professional advice.
